Terry Armstrong
Terry Armstrong is the President of State Collection Service, Inc. (www.statecollectionservice.com). He is a healthcare executive with over 30 years of experience in healthcare receivables and information technology.
Prior to State Collection Service, Terry spent 10 years with Perot Systems Corporation starting in October 1999. He was the CEO of the Revenue Cycle Solutions (RCS) group. In this role, he had responsibility for all operations and growth in revenue cycle offerings. Previously, he was COO and service line leader for the RCS division and was responsible for growing and managing the Revenue Cycle Outsourcing (RCO) area. Perot Systems acquired ARS in July of 2001. At ARS he had senior management responsibility for outsourcing, the technical services organization (IS/IT), full service operations, business office interim management and consulting, and the government accounts division and was responsible for growing recurring revenue and getting the company ready for sale.
Prior to joining Perot Systems, Terry was COO of IPN Network, a healthcare receivables company specializing in managing healthcare provider business offices with more than $32 million in annual revenue.
He has also held several management positions with Healthcare Corporation of America (HCA) for more than a 20-year period in the receivables and information services areas. He was the primary developer of the original business office system for HCA, created a business office consulting group, negotiated several million-dollar software contracts, sold HCA systems to other hospitals, growing it to a $25 million business, and developed the client services organization for HCA Information Systems.
Terry has a bachelor of business administration degree from the University of Wisconsin and a master of healthcare administration degree from Trinity University in San Antonio. He is an advanced member of HFMA, HIMSS, and ACHE.
